Why work with Advisors Serbia
Group Track Record
How is Advisors Serbia different
Most of our clients are experienced investors or professionals. They are not first-time buyers and they are not in Belgrade. They have already encountered local agents who represent sellers, relocation firms focused on paperwork and admin, and platforms selling market data without representing anyone. They want someone on their side, with access to the whole market, and no financial relationship with any seller or developer they are about to recommend.
| Dimension | Advisors Serbia | Local Seller-Side Agencies | Relocation Admin Firms |
|---|---|---|---|
| Representation | We work for you. No seller relationship, no developer commission, no conflict. | They work for the seller. Their fee comes from the transaction, not from you. | They handle paperwork. They do not represent you in the market or in negotiations. |
| Market Coverage | Full. Every active listing, every neighbourhood, every price point, assessed on your brief. | Partial. Their own portfolio and network only. | Not a property sourcing service. |
| Property Vetting | Structured. Legal status, cadastre checks, building permit status, developer track record, and unit-level quality assessed before a property reaches your shortlist. | Marketing materials. No independent verification. | Not applicable. |
| Unit-Level Analysis | Granular. We advise on the specific unit: floor, orientation, cadastre registration, resale profile, and rental potential. | Project-level or listing-level only. | Not applicable. |
| Negotiation | Independent. We negotiate on your behalf with no attachment to the property and no relationship with the seller. Built on market comparables and your interests only. | Conflicted. The agent earns from the seller. | Not applicable. |
| Legal Independence | Guaranteed. Independent Serbian legal counsel handles all property and residency steps. No conflict of interest. | Not provided. Buyers are advised to find their own lawyer. | Variable. Legal referrals only, no coordination. |
| Process Scope | End-to-end. Property scouting, due diligence, negotiation, purchase, cadastre registration, residency permit. | Transaction only. Stops at the sale. | Admin and permits only. Stops at residency paperwork. |
| Point of Contact | Single. Dedicated senior advisor and independent legal counsel throughout. | Sales agent until the deal closes. | Case manager for permit process. |
| Remote Clients | Built for it. We represent you on the ground so you do not need to be there. | Not designed for remote clients. | Partially. Admin can be remote; property search cannot. |
Why Belgrade and why now
Belgrade in 2026 is not an emerging-market speculation story. It is a capital city that has been repricing steadily for a decade and is now entering a phase of structural acceleration, driven by the largest infrastructure programme in its history.
The pricing gap is the starting point. Belgrade trades at roughly half of Lyon, under half of Barcelona and Lisbon, and under a third of Paris. That city-wide average understates where quality stock actually sits: Vračar runs €3,500 to €4,000 per sqm, Stari Grad €5,000 to €5,500, and new builds in Belgrade Waterfront, Dorćol and Savski Venac reach €4,000 to €5,500, with individual trophy transactions approaching €9,800 in H1 2025. Quality new-build is appreciating at 7% to 9% annually, renovated prime resale at 5% to 7%.
The catalyst is EXPO 2027, which opens in May 2027. Serbia has committed €17.8 billion in infrastructure tied to the event and its legacy: 500 km of new highways, 2,000 km of modernised rail, Metro Line 1 with 15 stations, a national stadium, and the expansion of Belgrade Waterfront. The EXPO site sits in Surčin on the airport corridor. Property near confirmed infrastructure routes has already begun moving, and price effects around events of this scale typically materialise 12 to 18 months before opening. That window is now.
How does residency work
Serbia offers one of the most accessible residency routes in Europe. Any residential property purchase, at any price, qualifies as the legal basis for a temporary residence permit. There is no minimum investment threshold and no formal program to apply to. The purchase itself creates the right to apply.
The temporary residence permit is issued for up to three years and renewed for the same period. Residents must spend a minimum of 183 days per year in Serbia to maintain status. After three continuous years of temporary residence, applicants may apply for permanent residence. After five years of legal residence in total, citizenship by naturalisation is available subject to statutory requirements.
Serbia’s flat income tax of 10% applies to personal income. Corporate tax is 15%. Foreign-sourced income of tax non-residents is not subject to Serbian income tax.
What are the mandatory government and transaction fees
How does the process work from start to finish
One coordinated process from first call to residency card. We manage the market scouting, the property analysis, the negotiation, and the legal coordination: working alongside accredited, independent Serbian legal counsel who own the regulated property and residency steps.
Who we work with
Not every buyer is a fit for our way of working, and that is intentional. The clients who choose us tend to share the same expectations.
Distant and time-poor
You are not in Belgrade. You cannot visit properties, vet sellers, or navigate a purchase process that runs in Serbian from abroad. You need a team on the ground that handles it.
Tired of being sold a property
Every agency you have spoken to represents the seller. Their shortlist reflects their portfolio, not your brief. You want access to the full market, assessed by someone on your side.
Investor seeking yield and residency
You want a property that performs as a rental asset and establishes a legal residency. You need both the investment analysis and the residency coordination, handled as one process.
Lifestyle buyer relocating to Belgrade
You want to live in Belgrade, or use it as a base in the region. You want the right property for how you actually intend to live, found by someone who knows the city and the market.
Data over instinct
You want cadastre checks, comparable transactions, and unit-level analysis before you commit. Not a glossy listing and a projected yield.
Honest, transparent partners
You expect clear answers on fees, risks, timelines, and trade-offs. We bring the same.
Is this the right fit
| GOOD FIT FOR | NOT THE RIGHT FIT FOR |
|---|---|
| You want to acquire real estate in Belgrade from abroad and need independent representation throughout. | You are looking for the cheapest option regardless of advisory quality. |
| You want a buyer’s agent who searches the entire market, not a selection shaped by the agency’s own portfolio. | You want to skip legal due diligence and move quickly on instinct. |
| You value independent property vetting and unit-level analysis before committing capital. | You expect guaranteed residency approval or guaranteed investment returns. |
| You want the full process from property shortlist to residency card coordinated end to end. | You prefer to work with a seller’s agent or manage the process yourself. |
| You want a bilingual team that handles every step remotely and can minimise the number of visits required. | You are not prepared to spend at least one visit in Belgrade for notarisation or permit collection. |
Why Belgrade is worth living in
Belgrade is a city of 1.7 million operating as the commercial, cultural and political centre of a country of 6.7 million. A single person lives comfortably in the centre on a fraction of what the same life costs in Western Europe, and the gap is widest exactly where it matters: housing, transport, connectivity and healthcare. Private health insurance at international-standard hospitals including Acibadem Bel Medic runs €50 to €150 per month. English is widely spoken among the under-40 population and across business.
The cultural offer is disproportionate to the city’s size. EXIT Festival at Petrovaradin Fortress, 90 minutes away in Novi Sad, is one of Europe’s longest-running and most awarded music festivals. Belgrade’s nightlife and restaurant scene is consistently rated among the best in Europe for value and energy. The international community has grown sharply since 2020, with active expat networks and multiple international schools. Novi Sad offers a quieter, lower-cost alternative within easy reach.
One honest counterpoint: Belgrade’s air quality during winter months is a genuine concern, particularly for families with young children or anyone with respiratory conditions. This is the consistent gap in most relocation guides and we do not omit it.
Frequently asked questions
Yes, subject to reciprocity. Citizens of countries with a bilateral or factual reciprocity agreement with Serbia can buy property on the same terms as Serbian nationals. The USA, UK, most EU member states, Canada, and Australia all qualify. Where no reciprocity exists, purchasing through a Serbian-registered company is the standard and legal alternative. Agricultural land is reserved exclusively for Serbian citizens regardless of reciprocity, with limited exceptions for EU nationals.
Yes. Any completed residential property purchase, at any price, qualifies as a legal basis for a temporary residence permit application. There is no minimum purchase value and no formal program. You apply to the Ministry of Interior (MUP) after the purchase is registered in the Real Estate Cadastre. Extremely low-value or non-residential properties may attract additional scrutiny, but there is no statutory minimum.
Temporary residence permit holders must spend a minimum of 183 days per year in Serbia to maintain their status. This is a genuine stay requirement, not a nominal visit requirement like Panama or Greece.
Property purchase to registered ownership typically takes 30 to 60 days from the notarised purchase agreement to cadastre registration. Residency permit processing by the MUP is typically a further 30 to 60 days from application submission. In total, from first consultation to permit in hand, most clients should plan for 3 to 5 months.
The submission fee is 430 RSD (approximately €4) per applicant. The approval fee for a temporary residence permit is 23,450 RSD (approximately €200) per applicant. Each family member pays separately. These figures are confirmed on the official welcometoserbia.gov.rs government portal.
Property transfer tax is 2.5% of the purchase price on resale properties. New builds carry VAT instead. Annual property tax is 0.4% of the assessed cadastral value, paid quarterly. Legal and notary fees combined typically run 1% to 2% of the purchase price. Buyer’s agent commission is 2% on resale transactions, the standard Belgrade market rate.
The legally required step is solemnisation of the purchase agreement before a competent notary public. This requires physical presence or a notarised power of attorney. If you use a power of attorney, the notarisation must be done in your home country and apostilled. We can advise on which approach fits your circumstances.
Serbia joined SEPA in May 2025 with full operational readiness in May 2026. This means euro transfers between Serbian bank accounts and EU partner accounts now settle within one business day at near-zero fees, the same as a domestic transfer within Germany or France. For buyers managing income in euros, paying Serbian service providers, or running a business from Belgrade, this removes a significant practical friction that existed until recently.
Serbia taxes income generated within Serbia. Foreign-sourced income is not subject to Serbian income tax for non-residents. Tax residency in Serbia requires 183 days or more of physical presence per year or the presence of your primary economic interests. Serbia does not participate in the OECD Common Reporting Standard, meaning it does not automatically share financial account information with foreign tax authorities. Independent tax advice is recommended before making any structuring decisions.
After three continuous years of temporary residence, applicants may apply for permanent residence. After five years of total legal residence, citizenship by naturalisation is available subject to Serbian language proficiency and other statutory requirements. Citizenship is not automatic and is not guaranteed.
For yield-focused investors: Vracar for liquidity and consistent demand, lower Dorcol for gentrification upside, and Zvezdara for value and growth trajectory. For the EXPO 2027 infrastructure play: the Surcin corridor and New Belgrade western blocks adjacent to the metro Line 1 corridor. For lifestyle buyers: Vracar, Savski Venac, and Zemun depending on preference for density and price point.
Our advisory fee is confirmed in the engagement letter before any commitment is made. Full fee disclosure is provided at the outset. Our fee is paid by you, not by the seller or any developer. That is the basis on which our advice remains independent.
